Within the frame of the critical situation being experienced worldwide due to COVID-19 and taking into account the safety and health of the survey staff, the clients and the difficulties arising due to the restrictions and measures imposed,PHRS implements a ship remote survey scheme (SRSS), for facilitating the survey processes and preventing the occurrence of potential disease incidents. The SRSS may also apply in the occurrence of other crisis situations, which might cause business disruption as well as for the facilitation of inspection processes’ handling, as the case may be. Nevertheless, the SRSS implementation lies on PHRS Head Office decision. The consent of the responsible Flag Administration involved is required as well, in case of ships' statutory surveys.

For the scope of subject SRSS the following definitions apply:

  • Remote survey means a method of obtaining information equivalent to that obtained from site survey by applying digital and mobile internet technologies so as to realize survey without surveyor’s physical attendance at survey site.
  • Information means contents of electronic documentation or livestreaming which can reflect ship structure, equipment condition or inspection process. In general, survey process information is transferred by digital and internet technologies and provides survey and judgment basis for the surveyor carrying out remote survey. Electronic survey documentation may include survey photos, videos, document and information as well as statements of shipmaster or the chief engineer, etc.

The SRSS applies to the following cases:

  1.  Documents and information (verification, modification or reissuance upon request by clients);
  2. Damages and repairs (minor hull damages, equipment and machinery damages, equipment replacements), elimination of class conditions, extension surveys (for class conditions, propeller shafts and boilers);
  3. Machinery continuous surveys, change of owner or name of vessel, etc;
  4. Statutory surveys, where the feasibility of remote survey is subject to the prior approval of Flag Administration;

Also the following requirements apply:

  1. It shall always be taken into consideration depending on the case, that PHRS may also require physical attendance to evaluate and assess the condition of the ship;
  2. SRSS may also apply to cases other than described as per above. These surveys will be handled on a case-by-case basis, upon PHRS evaluation.
  3. The implementation of a remote survey is not to influence other requirements of PHRS Rules for Classification of Steel Ships.
  4. The participation and involvement of ship’s Master and/or Chief Engineer, is mandatory for the implementation of a remote survey.
  5. The applicants are responsible to provide TRUE and ACCURATE information relating to remote survey. PHRS is entitled to terminate the remote survey of any ship that provided false information, and to withdraw survey conclusion and/or revoke relevant certificate for any cheat or fraud behavior found during remote survey.
  6. If a ship applying for remote survey is found to be beyond the application scope of the remote survey or the conditions of remote survey cannot be met, PHRS reserves the right to terminate the remote survey and feedback in written to the applicant to arrange a survey on board.

Survey means and collection/delivery of survey information

  • The request for remote survey is to be submitted to PHRS HO and/or BOs and remote locations. However, all SRSS requests are initially handled and assessed by PHRS Headquarters.
  • The ship is to have access to satellite communication or 3G/4G/5G network for livestreaming or transfer of remote survey information.
  • The applicant can use mobile equipment, tablet computers, scanners, digital cameras or video cameras to collect survey process information. Use of headphones with microphone is necessary to ensure communication quality.
  • The applicant shall take effective measures to ensure the quality of survey information and ensure implementation of remote survey by the surveyor based on such information. Sufficient light is required to show survey process and details through livestreaming and its process is to be clear and coherent. Photos are to clearly indicate the situation and defects of hull structure and equipment, etc. Videos are to smoothly reflect the necessary process of inspection or tests.
  • Required electronic documents for remote survey are to be in a format accepted by both parties.
  • Information is delivered by E-mail or in the manner agreed with the surveyor, but attention is to be paid to the integrity and safety of information delivery.
  • Video generated from the SRSS shall be recorded and kept as survey evidence.

Survey procedure

  • Prior implementing a remote survey, the approval of the Flag shall be obtained, if same is related to a survey carried out under the authority of the Flag.
  • PHRS will contact the applicant within 24 hours upon receipt of the request, to become aware of the survey items, the current situation of the ship, ensure that the conditions for remote survey are sufficient, and will feedback the decision on the request of remote survey (accepted, cancelled or transfer).
  • The assigned surveyor (a typical set of training requirements may be necessary) will obtain further detailed information from the applicant if a remote survey is accepted, including information on the contact person from the applicant, the contact person onboard, location of the ship, expecting date and time for the remote survey (time zone is to be specified), the E-mail address to receive certificates or documents, etc. The surveyor will provide detailed requirements for the remote survey.
  • The applicant is to assign the Master and/or Chief Engineer to cooperate with the surveyor to carry out the remote survey at the appointed date and time.
  • Livestreaming is preferred during the remote survey. After video connection is realized between the officer and the surveyor, real-time collection of survey process information is to be carried out according to the requirements of the surveyor. In case livestreaming has a poor performance, due to poor network connection or other reasons, inspection and confirmation may be carried out by the officer onboard according to the guidance and requirements by the surveyor, in order to obtain survey information reflecting ship or equipment condition. However, if it is deemed necessary by the surveyor, livestreaming is still required to carry out the inspection. Without livestreaming a remote survey may be not accepted.
  • The surveyor is to identify the survey information obtained from the applicant, and when it is deemed necessary, ask the applicant to supplement, until the surveyor can provide accurate technical evaluation and judgment for the survey and draw a survey conclusion.
  • During survey, if the surveyor finds that the ship is beyond the application scope of remote survey or the conditions of remote survey cannot be met, the survey will be suspended.After the survey is suspended:
  1. Within a safe and reasonable time range, the applicant’s request on resuming remote survey can be accepted when the conditions of remote survey are met;
  2. The remote survey will be cancelled upon the applicant’s confirmation. An attendance survey may be consulted with the surveyor.

 The process and conclusion of remote survey are to be recorded in the ship log upon completion of survey and the applicant is to provide required electronic documents to the surveyor and additional requirements of the surveyor (if any).

 After the surveyor verifies that the applicable documents provided by the applicant are correct and valid, relevant certificates and/or reports are to be issued/endorsed according to the requirements of PHRS procedures and instructions.

The purpose of subject newsletter is to inform all vessels owners/operators and interested parties about the modifications made on paragraphs 1, 2, 9 of MMN02/2020 and the inclusion of paragraph 10 regarding an update of the situation on the outbreak of the novel coronavirus 2019-nCoV.
Through the Novel Coronavirus (2019-nCoV) Situation Report, the World Health Organization (WHO), has declared the outbreak to be a public health emergency of international concern. It is still possible to interrupt the virus spread, with the proper implementation of measures to control this outbreak. That is why PMA recommends to monitor the situation by continuously consulting advisors and situation reports issued by the WHO.

The International Maritime Organization (IMO) based on the recommendations developed by the WHO, on the precautions to be taken to minimize the risk crews, seafarers, passengers and other persons onboard ships from the novel coronavirus, has issued circular letters providing information and guidance.
The latest IMO Circular Letter No. 4204, which can be found here , provides the WHO advises, reminding people of the basic principles to reduce the general risk of transmission of acute respiratory infection and urge all interested parties (companies, ship managers, crewing agents, shipping agencies, etc.) to publish the information and ensure that crews, seafarers, passengers and others onboard ships are provided with accurate and relevant information on the coronavirus outbreak and on the measures to reduce the risk of exposure if they are likely to be engaged on ships trading to and from ports in coronavirus affected areas.
In view of the above mentioned, the Panama Maritime Authority recommends to implement the following measures on board ships:
1. Seafarers calling at worldwide ports are advised to wear masks and take precautionary measures to avoid getting infected with a new coronavirus and prevent its potential spreading.
2. When entering worldwide ports, seafarers are expected to remain onboard their ships and disembark their vessels only when it is absolutely necessary.
3. In case of any suspected case of coronavirus is found onboard, the ship it should reported to the local authorities and owners immediately and arranges to seek professional medical assistance from ashore for the affected crewmember /s as early as possible.
4. At the same time, proper prevention and separation measures should be taken to avoid contact with other crewmembers to reduce the possibility of any virus being spread. F-410 (DCCM) V.00
5. Avoid close contact with anyone showing symptoms of respiratory illness such as coughing and sneezing on board or ashore.
6. Strictly enforce the ISPS requirements on ensuring that unauthorized personnel do not board the ship throughout the ships port calls.
7. Frequent hand washing.
8. Shipping agencies in Panama, must inform the Ministry of Health (MINSA) and Harbor Master (captaincy of ports) if any crew member or passenger is reported with any of the symptoms of the corona virus and must coordinate with local health authorities.
9. In those cases where an ISPS verification (interim, initial, intermediate, renewal and additional audits cannot be performed due to the situation of COVID-19 worldwide the operator company/owner/ or Recognized Security Organization may request an authorization, to postpone the ISPS verification, according to the MMC-359 (item 10). 10. From March 23 until next Friday, March 27, the Security Level of Panamanian Port will be raised to the Ports of Colon Container Terminal (CCT), Manzanillo International Terminal (MIT) and Cristobal Ports, from NP1 to NP2. This Administration encourages all the operator companies; implement the security measures on board in accordance with the provisions of the Ship Security Plan (SSP).

According to the European Regulation (EU) 2015/757 for Monitoring, Reporting and Verification of Carbon Dioxide emissions for Shipping (EU-MRV), every ship equal to or greater than 5000 GT which has a commercial operation and calls to a European port, is obliged to monitor and report to the EU commission and to the ship’ Flag Administration a series of relevant data on to its CO2 emissions.

The annual emissions report for the reporting period 2019 must be submitted to a verifier for verification. The verified EU-MRV emissions reports of the applicable ships are then uploaded to the THETIS-MRV system operated by the European Maritime Safety Agency (EMSA).
Similarly, ship-owners and operators should submit their fuel oil consumption data to a Recognized Organisation nominated by the flag (PHRS), from 2020, in accordance to the approved Ship Energy Efficiency Management Plan (SEEMP) Part II (IMO DCS (Data Collection System) ).

 For both requirements, the reported data should be supplemented by the appropriate  supporting documentation to enable the smooth/prompt verification work.
It is strongly recommended that both IMO DCS & EU MRV submissions to be made as soon as possible (till end of April 2020) to provide sufficient time for their review and corrections, if any.

 By June 2020, all applicable vessels are required to have on board a “Statement of Compliance”, issued by the respective verifier/recognized organization that verified the data.

Having as a top priority the health and safety of our employees and of our customers, we inform you that as of Monday 16/03/2020 and until further notice, the Organization will operate remotely utilizing its existing electronic infrastructure while only minimum security personnel will be physically present at the head office, in order to ensure a smooth workflow, and to continue as per usual the issuance and dispatch/delivery of certificates and other documents.

 

The communication with the Organization will be carried out as usual, through our telephone lines (external and direct) while surveys are planned and conducted on a regular basis as per schedule.

Την Δευτέρα 03/02/2020 πραγματοποιήθηκε στον Ναυτικό Όμιλο Ελλάδος, η κοπή της πρωτοχρονιάτικης πίτας του Οργανισμού  παρουσία φίλων, συνεργατών και διακεκριμένων προσωπικοτήτων και στελεχών του ναυτιλιακού και τουριστικού τομέα. Στον σύντομο χαιρετισμό του,  ο Πρόεδρος και Διευθύνων Σύμβουλος του Οργανισμού, κ. Αρβανιτάκης, καλωσόρισε τους παρευρισκομένους που τίμησαν με την παρουσία τους την εκδήλωση, ευχήθηκε σε όλους καλή και δημιουργική χρονιά, ενώ αναφέρθηκε και στον ιδιαίτερο συμβολισμό του νέου έτους καθώς συμπίπτει με τον εορτασμό των 20 χρόνων από την ίδρυση του Οργανισμού. Κλείνοντας τον χαιρετισμό του, ο Πρόεδρος έκανε ιδιαίτερη μνεία στην ιστορική διάκριση του Φοίνικα να αποτελέσει τον πρώτο αμιγώς ελληνικό νηογνώμονα, ο οποίος το 2018 εισήλθε στην κατηγορία High Performance στην αξιολόγηση των Αναγνωρισμένων Οργανισμών από το μνημόνιο των Παρισίων (Paris MoU),ανάμεσα σε άλλους νηογνώμονες μέλη του IACS.

Σύντομο χαιρετισμό απηύθυνε και η κυρία Άντζελα Γκερέκου, πρόεδρος του Ελληνικού Οργανισμού Τουρισμού (ΕΟΤ), πραγματοποιώντας ειδική αναφορά στην ιδιαίτερη σημασία που κατέχει ο θαλάσσιος τουρισμός και το yachting στην χώρα μας υπογραμμίζοντας πως σε συνεργασία με το Υπουργείο Ναυτιλίας και το Υπουργείου Τουρισμού, θα ληφθεί ειδική μεριμνά με σκοπό να επιλυθούν το συντομότερο δυνατόν τα ζητήματα που απασχολούν τον χώρο και πιο συγκεκριμένα το θέμα των μαρινών ανά την Ελλάδα, κάτι που απασχολεί κατά κύριο λόγο όλους τους επαγγελματίες του κλάδου., καθώς όπως χαρακτηριστικά ανέφερε η Πρόεδρος, δεν νοείται θαλάσσιος τουρισμός χωρίς μαρίνες σε μια χώρα θαλασσινή όπως είναι η Ελλάδα. Κλείνοντας, η κυρία Γκερέκου, υπογράμμισε την αναγκαιότητα της σωστής επιθεώρησης και πιστοποίησης των πλοίων και σκαφών στο σύνολο τους αλλά και ειδικότερα όσων εμπλέκονται στην τουριστική βιομηχανία, ούτως ώστε να διασφαλίζεται η ασφάλεια όλων των επιβαινόντων,  αλλά  ιδιαίτερα τόνισε την αναγκαιότητα των πιστοποιήσεων με ακόμα πιο φιλικά κριτήρια για το περιβάλλον ,για την βιώσιμη ανάπτυξη και για την προστασία των θαλασσών της χώρας μας.

Στην συνέχεια της βραδιάς, συνεχάρη τον Οργανισμό για το έργο που έχει επιτελέσει και συνεχίζει να επιτελεί στην 20ετη πορεία του συνεχίζοντας το αέναο έργο για καθαρές και ασφαλείς θάλασσες.
