1. SCOPE & PURPOSE
This Newsletter aims to inform all ship-owners, operators and Masters of vessels about the issuance of Merchant Marine Notice MMN-15/2026 by the Panama Maritime Authority. This Marine Circular informs all interested parties about the safety recommendations issued by the Maritime Safety Administration of the People’s Republic of China (China MSA) for vessels navigating in China’s coastal waters, particularly in areas with dense fishing vessel activity. The complete text of the recommendations is available in the Annex entitled “Safety Recommendations for Vessels Navigating in China´s Coastal Waters”.
